Karazhan is the first BC LOP instance

After much debate, discussion, and review of all viewpoints we've decided to make Karazhan an LOP-based instance. Also, due to the smaller size of the instance, we are only requiring 2 charter leads for Karazhan charters.

There are both pros and cons to doing it either way, but the Leads felt that the most important thing is establishing the ground rules early. This way people who would otherwise not have an outlet for endgame raiding are able to get their raid on with LO. They'll be able to raid as often or as little as their schedules and/or interests allow, and be assured that their place in line for loot will be remembered. That is, after all, what we are all about :) Thankfully the vast majority of people indicated that either way would ultimately be fine with them, which we appreciate. It's exactly this kind of easy-going attitude that makes this organization great.

The Leads did decide on a rough set of criteria for whether or not to make a given instance LOP-based, which is both consistent with our previous official raid instances and provides a guideline for future instances. The guidelines look at three elements of an instance:

1) Raid size. Can the instance accomodate a raid of 25 people or more?
2) Lockout timer. Is the lockout timer longer than 3 days?
3) Loot quality. Does loot drop in the instance which is considered part of a 'tier x' set?

If the answer to 2 or more of these questions is yes, you can generally expect that the instance will be considered LOP and charterable. These guidelines are not carved in stone, and may be changed or suspended down the road as we as an organization become more familiar with the new end-game instances, and as new instances are added. But for the time being they provide a fair way of making the decision of whether or not an instance should be based on LOP.

With Karazhan, the guidelines broke down like this:

1) 10 man raid size. Yes, this will be the smallest size raid that has ever been sanctioned for LOP. If this were the only factor, we wouldn't need points for the instance... but it is not the only factor.

2) 7 day lockout. On par with MC, BWL, and every other LOP instance other than Ony. The longer the lockout timer is, the longer people have to wait to go back. The longer people have to wait to go back, the less likely they are to be able to attend the next raid, or the more angsty they may become if they don't get the loot they want on a given run - in other words, the more important it becomes to preserve their place in line through an objective method. And, of course, 7 day lockout timers are harder to schedule because you're more likely to bump into people who are already locked out, making use of the charter system more desirable.

3) Tier 4 loot. People can pick up their tier 4 glove and helmet tokens in Karazhan. Tier pieces, historically, tend to be a much larger point of contention among people who may consider them valuable. Couple this with the nature of the token system - that each token can be used by 3 classes - and you can potentially have a situation where as many as 4 or 5 people - half the raid - could be interested in a single piece of loot. Having LOP in place provides an easy and irrefutable method of loot resolution in this situation. Additionally, the remaining tier 4 pieces drop in 25 man instances which will also be LOP. It makes sense, in that case, for those instances to share a point pool.

Since the answer is yes to questions 2 and 3, the Leads decided to go with an LOP-based instance in Karazhan.

We know there were some strong feelings on either side of this debate, and we all appreciate everyone's willingness to accept this decision even if it was not their personal choice. LOP only works when everyone abides by it, which means that unofficial Karazhan runs can no longer be organized either in the PVE forum here on the site, or in-game in the /leftovers channel. Of course, as always, you are welcome to raid with whomever you wish and if you would prefer to raid Karazhan with your guild and catch up with LO on the flip side, it won't be held against you. On the other hand, if you want to set up an LO charter using LOP for your guild Karazhan runs, just to make sure you've got every slot accounted for, we'd love to have you :) This is precisely why the number of Leads required for a KZ charter is being cut back to 2.
